New DV Dongle User - D-Star Registration

I have just recently purchased the DV Dongle so that I can get started with and get familiar with D-Star. I know that I need to be registered on the D-Star network yet what is missing is where/who/how to get resistered. I did look up the nearest D-Star repeater to me here in Virginia Beach, for example but saw no where to register. I apologize if this information is posted somewhere but has not come up on any of my searches. I also looked at the FAQ's on the DV Dongle website and there was no specifically listed instructions for how to and/or with who to become a registered user.
