Yesterday we were in New Jersey, and I was using the web browser on my Blackberry (tiny screen) for a D-Star repeater to use.  We were in Brigantine, right next to Atlantic City.

For some reason the DStarUsers.org Repeater Directory lists "New Jersey" and "NJ" separately. I found the four "New Jersey" listings but didn't notice the seven "NJ" listings (I sorted by State). With the Blackberry's tiny screen I didn't scroll down far enough to see them.

May I suggest that DStarUsers.org consolidate the listings so that all 11 repeaters (that's what I see today, anyway) are listed contiguously? Or are the listing repeater owners the ones responsible for deciding their states?

Howdy, you are correct.  The repeater owners are responsible for entering the correct city and state in their listing.  The reason we coded it that way is because D-Star gateway's are worldwide, and the USA is only one of a few countries who use states as an identifier in the state field.  I will see if I can't figure out a better way to do it, I already have an idea or two.
