I am new to this DV Dongle aspect as well... but I am on the air with mine. After I registered thru our local gateway, I had to go back in to the registration page and fill in my "personal information" on the site where you registered. Did you do that too... in the callsign area I used "ka8scp-dvdongle". In the Initial field
11. Open web browser go to URL:

2. Register as a "new user".
Read and accept the agreement
Call sign should be all upper case, email address should
be lower case. Remember your password.
3. Wait a few hours until you have been approved, then log in under "Already Registered". Call sign must be upper case.
4. Go to the personal information page and do the following:
a) Check the box next to number 1 to enable editing for the line
b) Put a SPACE in the box under "Initial"
c) Do NOT check the RPT box
c) Type your call sign in the pcname box in lower case
e) Click the Update button
f) When it indicates that the update is complete, logout.
Remember to register on only one DStar Gateway.
Once I completed all of the steps and got confirmation. I started the jar file, Open the connection to the port the DV Dongle was on. Confirmed that the serial number firmware info was there.
I tested my headset and made sure I could talk to myself.
THEN... I selected Connect to Gateway. It took a few moments before the gateway list populated. It is NOT necessary to have a PIN number.
Once I selected a Gateway, the appropriate module, and then clicked on Start. If you do not see the PTT button active, then the registration is NOT complete. You'll be able to listen on the network, but no transmit.
There is some gaps in the documentation... but once oyu get connected, there are many others that have probably had the problem you have. Tap in to the peers on the network.
